Gather papers you're still using into one tray or folder, then clear them out when the task is done.

A printout beside the keyboard, a receipt under a notebook, a reminder near the mug: soon the desk has several places that all mean “not finished yet.” One tray can make that easier to read.
Use a shallow box, a folder, or a clipboard you already own. Place it where you naturally reach. It only needs to hold paperwork you're actively using, not every document that might matter someday.
Gather the loose papers from your work area. For each one, ask whether there's still an action to take. If there is, put it in the tray. If not, file, recycle, or securely dispose of it as appropriate.
Before you finish work, return stray papers to the same spot. Once a week, look through the pile from the bottom. An old note may need a decision rather than another week of storage.
If the tray keeps overflowing, adding another one may only hide the problem. Set aside a few minutes to finish, delegate, or let go of what's inside.
You don't need a new filing system for the whole room. Just a reliable answer to “Where did I put the thing I'm working on?”
